How to achieve a North African finish?

The Tunisian configuration lends itself well to a dusty and weathered finish.

I would first work on a base color consistent with the vehicle being represented, then subtle variations in hue on the panels. Dust can then be concentrated around the undercarriage, fenders, and lower parts of the body.
