The United States Marshal function was created by the first Congress. President George Washington signed the Judiciary Act into law on September 24, 1789. During the colonization of the American frontier, marshals were the primary source of daily law enforcement in regions without their own local government. From the early days of the nation, marshals were authorized to recruit special deputies as local employees. Marshals were also allowed to deputize a posse to participate in manhunts and other tasks. Some deputy marshals were considered legendary heroes in the face of rampant frontier lawlessness, such as Wyatt Earp, Bat Masterson, Dallas Stoudenmire, and Bass Reeves.
